The "hat" bag topper is made with the medium size envelope framelit die. I was inspired by a snowman hat that Connie Babbert had made last winter. You can see her project here.

Sandwhiched between the two 1 3/4" scallop circles is a Pearson's Peppermint Patty – yum!
The "bag" is actually one of our Stampin' Up! clear envelopes with the resealable opening at the bottom so that the recipient can get the treats out without ruining the cute bag topper!!
